Energy Sector

The Firm has considerable experience in the energy sector. One of the partners, namely Mirza Mahmood Ahmad, is an elected member of the Boards of Sui Northern Gas Pipelines Limited (SNGPL), Sui Southern Gas Company Limited (SSGCL), Pakistan Refinery Limited (PRL) and regularly represents these companies before the regulatory body, namely the Oil and Gas Regulatory Authority (OGRA). He is well known for his in-depth understanding of the intricacies of the oil and gas sector. Mr. Mirza has been involved in the LNG sector since its inception in Pakistan and has been involved in all aspects of LNG including establishment of terminals as well as documentation relating to entire LNG supply chain.
In addition, the Firm has represented the Water And Power Development Authority (WAPDA) in proceedings against Kot Addu Power Company (KAPCO). The Firm was also a member of the litigation team against Hub Power Company (HUBCO) on behalf of WAPDA. Minto & Mirza was part of the negotiating team on behalf of WAPDA, which negotiated with KAPCO and HUBCO for reduction of tariff. The negotiations resulted in savings of over 1.5 billion dollars to WAPDA. The litigation and negotiations required a detailed examination of the Power Policy of the government as well as of the agreements entered into by the Independent Power Projects (IPPs). The corporatization of Power Projects was also examined in detail in the context of KAPCO. The Firm regularly advises Sui Northern Gas Pipelines Limited, Sui Southern Gas Pipelines Limited and Pakistan Gas Port Limited (the successful bidder of LNG Terminal 2 at Karachi). The Firm has also represented the country’s largest oil marketing company before the honourable Supreme Court of Pakistan and continues to advise different companies involved in the mid and down-stream petroleum industry.
In addition, Minto & Mirza provides advisory services to companies in relation to the development of alternative and sustainable means of producing cheap electricity, including clean coal and biogas. It has advised the Balochistan Mining and Exploration Company regarding the legal framework for excavation of coal in the Chamalang mines in Balochistan.
